History of World Civil Defense Day

In 1931, French Surgeon-General Georges Saint-Paul created a group in Paris called the “Association des Lieux de Genève.”

His goal was to protect civilians during armed conflicts by setting up safe places away from danger. This idea grew stronger over time. It became the foundation for what is now known as the International Civil Defence Organization, or ICDO.

At first, the focus was only on war-related threats. But as years passed, the group began to think bigger. They started to include risks from natural disasters, industrial accidents, and other emergencies. As a result, the ICDO became an official intergovernmental group on March 1, 1972.

To mark this important step, the ICDO later created World Civil Defense Day. The first celebration took place in 1990. It wasn’t just about honoring those who protect others—it also aimed to teach the public about safety, training, and preparation. This day reminds everyone that disaster planning saves lives.

Every year, countries around the world use this day to highlight the work of emergency teams. It’s also a chance for regular people to learn simple steps that can keep families and neighborhoods safer when trouble hits.

The focus is always on readiness, action, and community support.
